The fabric is a 2-die-for oversized paisley print on a fine wool challis. The cloth alone is a miracle of 1970s Northern Italy weaving. It is fluid and drapey but has body to it like a broadcloth.
The only closure is the 5 overlap at the waist secured by two buttons. In my dreams, I wear it with slick black tights and a tank underneath and let it blow open.
I dont think it was ever worn. The waist is currently at 26. You could move the buttons which appear to be in the original position, or you could see where the bodice and skirt are both gathered into the waist seam and release the gathering to gain a couple more inches. Slash pockets on the side front.
37 around the underarms, 26 around waist, hips free size. 48 from nape to hem, with the waist seam at 17 from the nape of the neck.
